Should I orient the Evo so that its fan pushes air toward the top of the case. For optimum cooling, I'm wondering what the best orientation for the 212 Evo is. Two of those parts are a Cooler Master Hyper 212 Evo and a Zalman Z9 U3 case. For your needs, you would need something closer to Scythe Mugen 5 or some other big 120mm cooler. I just ordered the parts for my new gaming rig (YAY). Intel stock cooler is limited to 2000 rpm as far as I know, so neither of those coolers will be significantly louder at maximum fan speed.
And if your climate is hot, then they might not keep 11400F at maximum all core boost with power limits removed. At 1800 rpm or 1500 rpm those coolers may not be loud, but they will certainly won't be quiet. Your own listed coolers seem to be serviceable for your use case, but manufacturers specify TDP likely at maximum fan rpms. Also thermal results depend on your ambient temperature, if your climate is hot, then you will need to buy somewhat better cooler too. But if you want 800-1000 rpm only, then you will need to buy a bigger cooler.
Maybe 1800 rpm fan is tolerable to you, then pretty much any cooler will be good. And in terms of quietness it depends of what is quiet enough for you. If you are really that strapped for cash, make sure that you don't skimp on board (for proper VRMs and their cooling mostly) and if you still want to run it without power limits, then don't go for anything less than 120mm tower. I own a 10400F and only in prime95 I managed to reach 114 watts at one peak.
Pretty much any tower cooler with 120mm fan should suffice.
